Missouri Main Street Connection - Tier System
1. Tiers of Main Street communities:
a. Certified
b. Associate
c. Affiliate
d. Aspiring
2. Criteria for each tier:
a. Certified National Main Street Program:
1. Has a full-time certified Main Street Manager or a Manager with comparable Main Street experience. (If not, plans for training must be submitted in writing.)
2. Not-for-Profit incorporated organization.
3. Has broad-based community support for the commercial district Revitalization process, with strong support from both the public and private sectors.
4. Has developed vision and mission statements relevant to Community conditions and to the local Main Street program's organizational stage.
5. Has a comprehensive Main Street work plan.
6. Possesses an historic preservation ethic.
7. Has an active board of directors and committees.
8. Has an adequate operating budget.
9. Reports key statistics to the MO Main Street Connection.
10. Has current membership in the National Trust's National Main Street Network membership program and in MO Main Street Connection.
11. Has a full-time certified Main Street Manager or a Manager with comparable Main Street experience. (If not, plans for training must be submitted in writing.)
12. Attendance at National Main Street Conference.
13. Attend all manager training sessions.
14. Financial and/or in-kind support form city government.
15. Signed contract with city government and/or signed Resolution supporting the Main Street program from the city government annually.
16. Submission of required assessment materials to MMSC by stated deadline.
b. Associate:
1. Paid staff at a level adequate to the program's performance, a minimum of 20 hours per week
2. Not-for-profit incorporated organization.
3. National Main Street Center and MO Main Street Connection memberships.
4. Attendance at National Main Street Conference.
5. Attendance at basic training workshop by Program Manager and or Board Member(s).
6. Attend quarterly manager training sessions.
7. Reports key statistics to the MO Main Street Connection.
8. Financial and/or in-kind support from city government.
9. Signed Resolution supporting the Main Street program from the city government annually.
10. Submission of required assessment materials to MMSC by stated deadline.
c. Affiliate:
1. Core of volunteers.
2. Attendance at basic training workshop.
3. Submit reports to the MO Main Street Connection.
4. Membership in MO Main Street Connection.
d. Aspiring:
1. Individual or core volunteer base.
2. May attend basic training and workshops.
